I believe the Women's Sevens World Series began with Dubai
at the end of November 2012, below.
What about other sevens tournaments outside of the World
Series - were there any? (I believe Hong Kong either became
a 2nd tier tournament or at least the US stopped going ... )

The Women's Sevens Series gives
leading female rugby players across six continents the chance
to experience elite level, high performance Sevens competition
around the world.
The Series takes place in five global
destinations underlining World Rugby's commitment
to the ongoing growth and development of women's rugby
around the world and is another significant step in the
journey to Rio 2016.
The 2015-16 series will be the fourth for the women's
teams and so far New Zealand have held sway winning all
three. Coupled with the power of sevens' admission into
the Olympic games, the series has sparked
significant growth in the women's game with increased
appetite for broadcast, live streaming and social
media. In fact, women's rugby is now one of
the fastest-growing team sports in the world.
Ireland and Japan won through a tough qualifying
competition in Dublin in August 2015 to secure core team
status on the HSBC World Rugby Women's Sevens Series in
2015-16, and join the other
ever-presents, defending champions New Zealand,
Canada, Australia, England, USA, France, Russia, Fiji
and Spain.
The Women's Sevens Series concept is in line with key
strategic objectives set out in the World Rugby Women’s
Rugby Plan, expanding the women’s Sevens international
competition model, particularly at the elite level of
the game.

Olympic Qualification
2015 misc
info - from usarugby.org - http://usarugby.org/nacra-sevens#2015=home
USA Rugby has selected North
Carolina's Triangle region (Raleigh, Durham,
Chapel Hill, and Cary) as the site of the first-ever North America
Caribbean Rugby Association (NACRA) Olympic qualifying
tournament: the
NACRA Sevens Championships. The Triangle Sports Commission, together
with
the Town of Cary's Parks, Recreation & Cultural Resources
department, will
be hosting the event Saturday and Sunday, June 13 and 14, 2015, at
WakeMed Soccer Park in Cary, North Carolina.
For the first time in the
history of the Olympics, the 2016 Olympic Games
in Rio de Janeiro will feature Rugby Sevens competition. The national
men's
and women's rugby teams from the following countries are eligible to
participate in the NACRA Tournament: Bahamas, Barbados,
Bermuda, British
Virgin Islands, Canada, Cayman Islands, Curacao, Guyana, Jamaica,
Mexico,
St Lucia , St Vincent and The Grenadines, Trinidad and Tobago, Turks
&
Caicos, and the USA. The top finisher in each of the Men's and Women's
competitions will automatically qualify for the 2016 Olympic
Games.

2015 - US Women at Olympic Qualifier
in Cary, NC
The Women’s Eagles had narrowly missed Olympic qualification
on the Women’s Sevens Series after a 15-14 loss to England
in the third-place match at the Netherland Women’s Sevens.
The Women’s Eagles ended the series tied with England with
76 points, but ultimately finished in fifth place, as the
loss to England was the tie-breaking criterion. - See more

Here at Cary, as Canada had already qualified through the
Series, the US had an easy run with only one try by Jamaica
spoiling an otherwise 369-0 run in their six games.

goff: http://www.goffrugbyreport.com/news/usa-women-qualify-olympics
"The USA Women have qualified for the 2016 Summer
Olympics, winning the NACRA 7s in convincing
fashion. In advance of the championship, the Eagles
defeated the Bahamas 59-0 in the Cup quarterfinals
and Jamaica 53-5 in the semifinals. In the final,
the 10-minute halves allowed the Eagles to post
their biggest score of the weekend - 88-0 - over
Mexico. All told the USA outscored its six opponents
369-5.
The final looked much like run-up: The Eagles
handled the majority of possession - fighting
at the breakdown, pressuring knock-ons, and
frustrating the opposition into bad decisions that
handed over the ball. The USA transitioned to
offense quickly, moving the ball the width of
the field with speed, and sending teammates
across the tryline with regularity.
Captain Kelly Griffin and center Lauren Doyle had
hat tricks against Mexico, while Kate Zachary,
Hannah Lopez, and Joanne Fa'avesi scored a brace of
tries. Melissa Fowler added a five-pointer, while
Alev Kelter slotted the majority of conversions.
The Eagles were never really challenged throughout
the NACRA 7s tournament, and the only hiccup was the
one try-against that Jamaica scored in the Cup
Semifinals."
